Having had a few more thoughts, my new thoughts are it's a load of bollocks.

If it was based on sales figures then where are Neversoft? GH3 and WT have sold trillions. And where are Bungie? Halo 3 has sold more than Oblivion and Fallout 3 combined, so they should definitely be ahead of Bethesda. Blizzard have sold 19 million WoW games including both expansions since late 2005. In that same time period, GTA SA and IV, the two games released since WoW made by Rockstar North, have totalled 38 million, exactly twice as many.

If it was based on review scores, then where are Bungie, whose last 3 games Metacriticed at 97, 95 and 94? Where are 2K Boston? Harmonix? Valve? WoW got 93 on Metacritic and the expansions both got 91. Compared to the scores for the Half-Life games, Bioshock, GTA and Gears of War, it doesn't come close.

I put it to you that this chart is randomly put together by a WoW obsessed geek, since Blizzard don't make the best or the best-selling games by any stretch, so their position at top is ludicrous.
