ok I just discovered that when you set the system to low performance when
not plugged in, it doesn't automatically switch to high performance when
you plug in the cable even though that's how I've configured it.

That's a big annoyance with Dells. It happens with my Dell laptop, too. IIRC,
it only applies if you start it up without the power cable plugged in - I can
plug and unplug the power cable once it's started up without performance
dropping, but if I bring it out of sleep or hibernation with the power cable
out, it needs a full reboot of Windows before performance returns. It's
quite annoying.
