It was all the guys with voidwalkers inside Skull Rock. They were very tough. I found a way to deal with them using Fear and Curse of Agony on the voidwalkers while killing their masters that seemed to work okay, as long as I could make sure no other enemies got involved in the fight. The Elite chap at the end caused me all sorts of problems, though, and multiple deaths.

In the end I just cast Fear on him and his voidwalker just long enough to open the chest and grab the tablet I needed before dying.
