Yeah. The first DLC for the game allowed a gangs toggle option that didn't respawn the bosses. People who wanted to redo the bosses complained. So they put in a Reboot All Enemies thing... but took out the toggle option. Quite annoying.
There's another mode available but it said no progress is saved on there so I didn't see the point (assumed it wouldn't save orbs, unlock achievements), dunno if that's the crimes off one maybe?
That's Keys To The City, which gives you a mode like Forge in Halo 3 -- you can spawn objects, infinite health and ammo, and suchlike. It's the mode for messing around balancing a truck on top of a hundred explosive barrels and shooting it into orbit.
Regarding the roadkill king (mow down 175 bad guys) and repo man (carjacking bad guys) achievements, do you have to do those all in one session? If so, sod that, if not then I can't be far off either. Resetting gangs has also re-locked the agency exits to The Volk and Shai Gen areas too so getting out a decent car to do the running-over in Shai Gen is irritating now too.
It just tots them up as you play. The repo man is possibly the most tedious achievement. There is a total whores way of doing it if you have a spare 30 minutes or so.
I'm not sure if I'm even doing it right. Can you just get into any gang car (eg. like the several often found in some boss areas), or do you have to physically pull a bad guy out of the car for it to count?
The latter, that's what makes it so tedious.
And you have to do it out of the driver's door IIRC.
