It is. A well-designed PC case will direct air flow over a specific path
to maximise heat transfer. Leaving the case off means that the air doesn't
flow over some components since it's not a closed system anymore, and so
your heat disspiation is less effective. Of course, this advantage is
negated if you have long ISA cards or other non-standard components that
might block airflow.
