I don't think you ever need to go to another town - just connect to the system. When it's "registering" you it's firstly saving your game, and secondly downloading letters and so on from WFC.

You will be fine as long as you make sure who is going to be within the town and follow your rules that you set out. Make sure you trust someone etc. But you have to connect via the USB wifi dongle or from your wifi router and get online but definately need a friend code to get those gates open and be connected. But whoever friend code you added will allow them into your town. (I think that happens...) Or is it as simple as just them having your code and that's it. Hmm....

If you add my code, then you'll be able to open your gates. You won't be able to visit my town, or me visit your town, until I add your code back. But you'll be able to connect to the service. Connecting won't send anything your way other than Blanca, and generic Nintendo letters.
