Special Delivery is very safe. the proportion of SD mail that is lost
is ver yvery small. SD is handled separately form the ordinary
mail. OTOH "signed for " (recorded delivery") mail gets lost at
about the same rate as ordinary mail IIRC and is sent through the same
system.
