Boiler room scam

My elderly neighbour has been the victim of a boiler room scam. They
claims she has bought ~$5,000 of shares. No money has changed hands
and after reassuring her, she has no intention of paying anything.

They got her name from the Imperial Tobacco register.

Due to the fact that they mislead her into thinking they were from her
financial advisor St James Place (with whom she is in regular phone
contact) and got her to reveal details of her other shareholdings, I'd
like to go after them.

They appear to be based in Barcelona.

BT has been asked to put a trace on.

The FSA 'help' isn't - it's more about helping them rather than the
victim.

The EU has had long enough to deal with this; it's failed. What
options are open to us ?
