This has been discussed ad naseum here, consensus seems to be that the
government rules specify id being needed but nothing specific, so each bank
does its own thing, often with ridiculous consequences at some banks, as you
have discovered, such as that utility bills (which could be run off from
most home PC's) being OK, whereas passports and photo id driving licences
arent.
