of change in attitude.
Why would attitudes need to change? It's a public service thing, such
things are driven by procedures, new procedures are created, tested, and
next time the problem doesn't even happen. Not really newsworthy, but
that's why, most of the time, despite all the miserablists, things slowly
get better.
Thanks to Google you can detect the signs of such changes if you search on
appropriate terms - "health forecasting" gives:
