SI 1998 No 2451 - The Gas Safety (Installation and Use) Regulations 1998.

Obviously CORGI are keen not to mention this and give the
impression that one must be registered to do any gas work.

Try convincing LA officers otherwise though.

Water manometers are easy to make and so is leak detection fluid.

Troo. And so is checking for leaks _before_ touching anything - quite often
systems can be leaking before work is done.
