That depends. Obviously, it would be cheaper, for an individual landowner,
to have the state finance (or enforce) a nationwide culling campaign than it
would for him to fence off his vulnerable crop. If the cost of
fencing/culling were to outweigh the probable increase in income from the
crop over the period of effectiveness of the measures, it would be daft to
do either. Pest control isn't viable unless the income gained by doing it
outweighs the cost involved.
Better, then, perhaps, to roll with the punches and 'ranch' deer :-)

Quite so. And probably always will be, with national 'emergency' exceptions
such as SVD, F & M, and bird flu.
