Initiall the balance would favour the rats but as their food source diminished and there became fewer of them the birds would return but there would be other factors involved as well as in all habitats.

You're back into isolation. All wildlife populations rise and fall in accordance with their habitat.

Looking this and your point above you seem to be suggesting that the seabirds will not disappear and that the goats will reduce in number without wiping out any species or doing permanent damage to the habitat.

Is this what you are suggesting?
