No.

Why should anyone who is doing excellently and knows that they are doing
excellently be regarded as smug? Why should teachers, however well they
are doing, be constantly knocked back and told they have to be doing
even better?

Who mentioned "knocking back"? "Doing better" can help the teacher as well,
eg better use of time, sharing resources, learning better techniques etc.
