Preperation & development of learning resouces

Let's confine ourselves to learning resources prepared by the teacher for
his sessions(s). Such things as OHP, handouts, PPT presentations etc, I do
not mean learning resource, as in library.

Is there a difference between resource preperation and resource
developmement?

I think there is. I can see that preperation of a OHP resource would be to
make-out the acetate sheets. To decide what to put on the acetates is
preparing the OHP resource.

But, what might resource development be in a session or course with respect
to that resource? TIA.
