You want the graphs from the Autumn Package. This gives the typical GCSE grade achieved by pupils with a particular KS3 average point score. Unfortunately the DfES Standards site seems to be asking for a password at the moment.
There is a new autumn package each year - the graphs don't change much
I will email you the formulas I have generated from the 2003 graphs.
