My set up is that I use Freeserve/Orange for my broadband ISP.

I can upload to my own personal web server while connected to Orange
Broadband.
I can upload to my own free Freeserve web space while connected to
Orange Broadband.
I need to turn off broadband and connect to FreeUK dial-up if I want to
upload to my free FreeUK web space.

That is different from your set-up, but the same principles could apply.
