Are you SURE they are rats? Unusual to get them in the loft. Either
way, your Council may have someone who can help. This is what my
Council's website says:

"The Council has a statutory duty to keep the Borough free from rats
and mice by a combination of surveys, treatment and guidance."

Presumably yours is under the same obligation.
