I'm not sure on the actual procedure. but I think it mostly involves posting
an RFC (request for comments) followed a while later by a CFV (call for
votes).
Each heirarchy is different though... the big eight, you post to news.config
(or something), but the national heirarchies are different. Suppose there
should be a uk.news.config or something...
uk.net.news.config
You post an RFD to control@xxxxxxxxxxxxx with a proposed charter. Dig
out a similar one from uk.net.news.announce and change the words.
Let other people who'll be interested know - asking Control to cross-
post to the 80s and 60s groups will help that, as would shoving a
mention of it in your sig file, or possibly a polite post / cross-post
other related groups (perhaps some of the music newsgroups, say).
After a period of at least 10 days, if it all seems uncontroversial AND
a bunch of people have posted in favour, ask Control to fast-track it.
If it's been controversial or you want to make changes, you can post
another RFD (via Control).
If it still seems controversial, you can ask for a vote. But really,
for a group like a 70s nostalgia one, you should be able to get it
through fairly easily if you can get enough people posting to say they
want it. Cut and paste the 60s or 80s group charter, change a few date
references, bang, done.
