I'm a director of a corporate IT consultancy specialising in, amongst other
things, network security and interoperation of heterogenous systems.
Which, if I'm not much mistaken, means I may just have slightly more clue
than an accountant on this one.

But I don't exactly see that your area of expertise is too closely
related to the subject.
I assume you made a typo with "heterogenous".
Have you read the Home Office documents on ID cards?
