Biometric data would be compared. If you got an ID card at 16 in your
own identity and then you wanted to assume another identity it would
be impossible.

Only if the process of applying for the ID card is as secure
as the card itself. If this is a weak point (Q: how do you prove
your ID, to get an ID card?) then the whole scheme falls apart.
