Hmmm. How about when the crimals have caught up and can readily
counterfeit them? The biggest use for an ID card is for a rogue
government to control innocent people.
If the cards are made from many different chips by different
government departments it would be very difficult to counterfeit.
But not impossible.
Rest assured they will be counterfeited, whatever claims goverment make to
the contrary, and the process you appear to envisage is even less likely
to
work correctly and not cause a lot of hassle to many innocent folk.
A counterfeiter would need to know how many chips are developed by
different departments.
I've just been to a bank that wouldn't deal with me despite me having
my passport and credit cards. They said I needed another form of ID. I
don't have a driving licence, I'm not disabled, a pensioner, a member
of the armed forces, I don't have a foreign ID or a building society
passbook.
If the above is not hassle I don't know what is!
