It does make life more difficult though if you are verified at an
address and then move. Organisations like to track where you lived for
several years.

Of course they do. And I'm sure that the average person has
no problem with this. Where they have a problem is in having to
jump through hoops to prove it. The sort of person who is going
to cheat the system is going to create a bogus history for themself
so is not overly inconvenienced. It is the 'normal' person who
might, for all manner of genuine reasons, not have appropriate
proof who is inconvenienced.
