passport as proof of ID - they wanted 2 utility bills.

They probably *did* accept it as proof of identity, actually - what they
*didn't* accept it as was proof of address, which is why people get asked
for utility bills. Not being a police state, we don't have to tell the
authorities every time we change address.

Which is what mmakes the UK peculiar. Other European countries
(certainly Spain and the Netherlands) do not seem to have a problem
accepting a UK passport in order to start an account... without
utility bills... that would have been strange as I never paid any
in either country.

Nor does America.

(Well, we do actually, we're supposed to register to vote. But that's a
different database run by a different public authority and the two aren't

Only if resident in a property on a specific date (which I forget).
