Agents act on behalf of the person with the job. In that role, they
can (and do) request references, on behalf of that person/business
entity.
Nope.
Agencies provide marketing services to small businesses that cannot
afford their own marketing departments. They do what you tell them to
do in order to earn their crust. Never disclose a previous client to
an agent: you have no reason to do so and very many reasons not to do
so.
