Ah, I see, you mean *project* objectives. So a 'good' contractor gets out of
bed for the project objectives. How does that alter if he is paid by the
task or the hour?

because you've not aligned his objectives to the project - if he's
paid by the hour, he has a certain duty to work for as many hours as
possible, as that returns most value to his shareholders.
