Statutory interest on late payments

Hi,

I understand the law says that late payments to businesses are subject
to statutory payments of interest and I would be grateful if someone
here could point me to a site where the ins and outs of this are
explained. I need to know what the period is before this interest
becomes due and under which circumstances it applies.
