Wife has accident causing long term incapacity. Any other myriad of
things that can happen in life, even missing or late on a payment or
monthly subscription to anything.

But his wife does and that is the point as it is in his wife's name, unless
the house was inherited or paid for in cash years ago, she exists and can be
the source for initial audit even as PAYE or unemployed.

Mothers of young children are on umpteen lists with various agencies, and
registration of birth can be part of the trigger for Child Trust Vouchers
Social Services, Health Visitors, doctors.
Students are on umpteen lists as at 16 they get their NI number. They
already exist.
Basically BOTH he and his wife must never ask for anything or get ill or
retire.
