If one of his clients attract the attention of IR or HMCE then then may well follow through payments made to third parties.

Of what? The guy isn't claiming benny or filing tax returns: he's effectively invisible to TPTB. Do they do random checks on bank accounts, and if so how do they match those against individual tax(non)payers?

Accepted. If the guy stickes exclsuively to the black economy then the chances are he won't be caught. The danger for him is when he comes into contact with the regulated economy which is expected to keep audit trails of cashflow.
