It applies to those in the UK or any other EU state. EU directives
are not laws in themselves but have to be placed into national law by
the member governments. This means that although the essentially the
same law exists in all EU states a French company advertising for UK
business but failing to comply could only be pursued by the French
authorities.
(Komplett do provide a geographic address and appear to comply with
the directive)
