Because they have to deliver out of order.
Say you have a route that covers a city. All deliveries are arranged in
order for the most efficient route that gives you the most deliveries
per hr covering the shortest distance. The priority ones have to be
delivered first and the locations may mean the vehicle is travelling
further between drops and doing less deliveries per hr in the meantime.
On pre 10am ones, it could mean that the vehicle covers several miles
and only does a handful of drops whereas with the standard deliveries,
they'll be in a nearby street and you can expect to do around 20 per
hour.
