None of my three APC SmartUPS units (three different models) shut down
off load. In fact you can turn them on 'off line' and do exactly that.
I've no experience with the consumer models, so perhaps this is the
norm. However, the ones we use at work (can't be bothered to wander
around and find the model numbers!) will not allow you to power up
anything once all load has been removed. Perhaps it's just those ones.
