As I said, that's a good idea and I would do it. But they are actually
saying:

"Why can you not call the manufacturer to see if its a technical
problem? Until you do this we are unable to process this matter."

IOW, they are *refusing* to progress the matter unless he does that. And
that breaches the SOGA.
