Why does it matter where it is?
I used to be a Nazi about where things lived when I had slow Macs with
small hard disks, but now I just create aliases and the apps effectively
live wherever I want them, with no messing about.
I suppose I could put them in the Dock, but I try to limit my Dock
population so I can find things easily, and I work with aliases in
named, differentiated desktop folders. So I have Activity Monitor's
alias in 'Tools'. With a nice spanner icon, although that's just for
fun.
Which is more or less what I do, and it works well for me.
However, it is clunky to arrange (make alias, make folder, move and so on). I've got over 200 apps in my 'proper' Applications folder - I'm not at all sure how people with a healthy collection of programmes but no knowledge of this alias shenanigans manage.
