Are you sure about that?
I use my iPhone to sync my Outlook calendar - and have set up an
appointment, recurring on a weekly basis.
you didn't set them up on the iPhone, though. Try setting a simple
recurrence like monthly/on first Monday of month etc. That's the
annoying thing: set them up with gcal and they sync fine. Crappy
iPhone interface doesn't. Pretty basic PIM stuff...

That's what the 'repeat' button is for.

The calendar on the iPhone is the best one I've ever used on any mobile
device, including Palm and Blackberry, it's certainly the easiest to
use.
Can you set to-do list tasks to have a due date and alarm?
