That's what is supposed to happen, yes. But it often doesn't work.
Recently I had a bunch of small Flash movies (.flv) and when
double-clicked they would open in VLC. I wanted them to open in QT
player instead. The Get Info dialog did not offer this as an option on
the popup menu, so I had to select Other and navigate through the
Applications folder to select it. But even then it only worked for the
file I started on. If I chose the Change All option the menu reverted
to VLC immediately, and even the file I had selected remained
unchanged.
After fighting with this for a while I gave up and resorted to dragging
the files onto QT Player in the Dock to open them.
This is a persistent problem with OS X and has never worked properly
since OS 9.
