As far as I can see, you just go to the 'Format' menu, and change the
text there.
You can also set the default in Preferences.
Care is required though.
I have seen apparently plain text files copied out of text edit and
pasted into blog posts with some odd results. Closer inspection reveals
all manner of odd Apple specific formatting instructions.
In which case, TextEdit wasn't set to plain text. Either that, or it
was set to use a really bizarre text encoding.
I've seen some very odd things happen when going from TextEdit to other
text editors, due to text encoding issues.
Sometimes its plain text isn't.
If it's not, I've got a lot of LaTeX documents that ought to be
generating errors. But they don't. Plain text really does mean plain
text in the case of TextEdit as far as I've seen so far.
