Trouble with a PowerBook G4 memory slots

My sister has recently acquired a PB 15" G4, and when attempting to
upgrade the memory from 1x512 to 2x1gig has discovered that the bottom
slot doesn't seem to pay any attention to what's in it. Either 1gig
will work in the top slot, but will be ignored in the lower.
Is this a normal failure mode, has she got a lemon? It was rather
cheap, and the 1x512 configuration seemed unlikely if the former owner
didn't know about this problem.
1gig is enough to work with, but... can these take 2gig chips? It's a
1GHz machine.
