In summary your task is to set up an SSH tunnel to your server in the UK, there are many resources on the internet which instruct you how to do this; but this is my brief take on it, others may care to "flesh" it out.

Server:
Enable SSH access. Windows, something like Cygwin. OS X, enable remote login. Make sure access password protected. By default SSH listens on port 22.
Router: forward an outside port say 5122 to port 22 on your server.
If you have a fixed IP address, find out what it is; if not use a dynamic dns service like dyndns.org on your server.

Client:
Simple setup using Safari/Leopard:
Download SSH tunnel Manager from here: http://projects.tynsoe.org/en/stm/,
Setup a conection to your server on port 5122 and enable Socks4 on port 3122

On Leopard Advanced network settings configure Socks Proxy on 127.0.0.1 port 3122

What you have just done in to map port 3122 on the localhost to 5122 on the SSH tunnel, and via the tunnel to port 22 on your server.

All you now have to do is connect to your server using the SSH Tunnel Manager and run Safari.

If you want to check your IP - browse to whatsmyip.com and you will see returned the ip address of your UK based server - that's the key to unlocking access to the restricted services you're after.

The server side stuff is relatively simple, and the bloke in the office who normally sorts out your little snags should be capable of doing it.
