Hideously OT - Function Key assignment in XP

I'm doing a project at the moment that involves massive amounts of copy
data from an Excel spreadsheet, and pasting it into an Oracle database
accessed through Internet Explorer.
The stupid Ctrl-C Ctrl-V combination is crippling my little finger -
never realised how nice it is using the Command key to do this on a Mac.
Is it a simple matter to set, say, F3 to copy and F4 to paste, as it is
on a Mac? Bear in mind this is a 'corporate' system so no third party
macro add-ons allowed. I've scoured the web with my mystical google-fu,
and the only answer I've found is "no". I know Windows is crap, but it
can't be *this* crap can it?
