Yes, they really are virtually silent. I'd still not recommend an ATA
case over a SATA case, simply because SATA is obviously the technology
of the moment and large ATA drives are getting harder to find. And yes,
I'm afraid the PSU is rather cheap and does get hot, probably about
40°C.
Another one worth looking at is this one:

That lets you mount 2xSATA drives as RAID 0, and although the enclosure
has a fan, the fan doesn't activate until the temperature reaches 40°C
which means it should be quiet unless thrashed.
At that price for a case you could get a 1.5Gb RAID for £200+VAT, or a
1GB RAID for £150+VAT.
No personal experience of this one, so you'd be on your own if it was
what you were after. A two-drive raid will probably be noisier than a
single drive box. The drives tend to rotate at slightly different speeds
which causes some odd low frequency noise.
