No, Little Snitch stops stuff on your Mac from communicating with the
outside world. The Firewall blocks communication from the outside world
to your Mac (although it could be configured for both directions).

According to the AppleTV forum, the 10.5.1 firewall is causing sync problems
to ATV.

If you're behind a router, it probably has a firewall already in it, so
you can safely turn off the one in OSX. Check it has one, and is
activated first though.
