It depends is about the only sensible answer.
It depends on whether the website is accessed as local files, or hosted
on the server on the Mac where it will be viewed, or hosted remotely.
It depends on whether you want to lovingly hand create (and more
importantly maintain) every single page or if you want a content
management system (CMS) to look after it all for you as much as
possible.
If you decide to use a CMS, can you live with the artistic and
operational constraints it will impose on you.
But the short answer is "yes". Yes you or indeed anyone with a bit of
clue can do it, yes it will take longer than you think, and yes it will
involve a lot of work after you have created it to maintain and upgrade
it.
At the simplest if you're going for the "half a dozen or so big
colourful buttons on a page" approach it's easy.
If you want another approach, you could consider Supercard, since you
mentioned Hypercard earlier.

Bear in mind that all your problems with platform specificity,
maintenance of code and configuration management are likely to be bigger
and more scary with Supercard than with HTML/Java/Javascript.
