It's the same as the set up that worked well with a now defunct Belkin
router.
It is working well, but the AE will only show flashing amber, it was a
constant green with the old set up, amber meant a disconnection.

No, your description says the Airport Express is connected by ethernet cable
to the Netgear router. If the connection between the Airport Express and
the Netgear router were made by wireless then this might be WDS
