Hardly - it would have been a complete pain as you would have had to
hand wire the bus onto the motherboard, write a driver to provide access
to the addressing on the PCI card and provide a framework to support the
card inside the emacs frame.
OK, all doable, but not exactly easier or cheaper!
Oh, Mac's of that era didn't come with the 'std' PCI slots then Woody?
