Definitely look at Ruby on Rails. If you are starting out I would
actually also add Hobo (http://www.hobocentral.net/) into the mix.
While RoR gives you a great framework based approach to developing web
applications, Hobo adds a layer of user-friendliness for creating
great user interfaces, and it is completely integrated with RoR
development - take a look at the video demos on the site above.
Finally, RoR works really well on Macs.
