I'm thinking of developing an app. I'd like it to be a browser based

What options are easy to get going for web app development on Mac OS
10.4? I'm guessing perhaps PHP? What about a database backend? I'm an
Oracle DBA by trade but that'd be overkill - even though I have an
Oracle personal license I don't want to leave a VM up and running all
the time just to serve half a dozen tables.
PostgreSQL would be the next best bet as I know that quite well. I don't
know MySQL at all.
So, on an Intel Mac (or PPC - either will do) what's the easiest route
to a web based, database backed, application?
I might want to actually deploy it on my home DSL connection so security
is an issue.

ps. I _don't_ do perl.
This might be a good place for info: http://developer.apple.com/macosx/
