Odd Keychain Behaviour

The weekend before last, I did a complete, clean install of OS 10.3.9
and then downloaded all the available updates. This has freed a lot of
disc space and made everything more stable.

The only thing is, I've noticed that my personal user keychain is
unlocked when I start or restart. It then stays unlocked until I access
it, at which point it automatically locks after the preset timeout. It
also locks manually.

It always used to be locked on start-up, until I needed to unlock it -
any suggestions?
