No, they can't. However, I believe you can add an Extension to Firefox
for an improved FTP client, and there's also nothing stopping you from
using an external download agent either.

In any case, it will also depend on whether the source server supports
resumable downloads.

Sorry, just replying to myself. Yes, Safari can resume downloads - I
just read the help. You can pause a download by clicking on the (X) next
to it, and resume it by clicking the (<) (curly arrow). I don't know if
this works on stalled downloads though.
