Mac Mini stops being able to make TCP connections regularly. Any ideas?

For the last couple of weeks, my Mac Mini running OS X Server
10.4.latest suddenly stops being able to create or accept new TCP
connections. Other macs on the network are still working fine (I'm
using a different one now to compose this message) and the Mini can
still successfully perform DNS lookups, and can ping machines out on the
Internet.

But it can't create any form of TCP connection, so I can't fetch mail,
can't browse the web, can't connect to its web server, can't ssh to
other machines, not even to the network router.

Rebooting the router doesn't help, I have to reboot the Mac to clear it.

Has anyone else seen or heard of this happening and know what the
problem is?

Regards,

Tim
